Illicit substance/drug use has been a source of serious security threat to the state since the end of the Liberian civil crisis. Evidence suggests that this situation was characteristic of the Liberian civil war as some combatant were seen taking these substances on account of stimulating the courage they needed to engage in battle. Recognizing the need for rehabilitation of ex-combatants as a key element for sustaining peace and stability, the Liberian government and its international partners adopted the Disarmament, Demobilization, Reintegration and Rehabilitation (DDRR) program – a UN model for sustaining peace.
